The government lifted the seven-year ban on visits from U.S. newsmen, but on Aug. 20, the U.S. State Department reaffirmed its ban on travel to the PRC.  1
 
Sept. 15
 
Mao Zedong proclaimed to the 8th Party Congress of the CCP, opening in Beijing, that there was “a trend toward relaxation of tension in the international situation.” On Sept. 16, Premier Zhou Enlai announced a plan to increase by 50 percent total national income during the second Five-Year Plan (1958–62).  2
 
Sept. 24
 
A Chinese-Nepalese treaty, by which Nepal surrendered extraterritorial rights in Tibet and recognized Chinese sovereignty there, was made public.  3
