The National Assembly was convened. A federal parliamentary system of government was agreed upon, with four units and two houses of legislature.  1
 
1973, Feb
 
Tribal fighting in Balochistan, followed by the imposition of direct presidential rule and the invocation of emergency powers, raised fears that the new constitution would give too much power to the prime minister and central government.  2
 
April
 
Pakistan inaugurated a new democratic constitution, framed by a directly elected assembly, on April 14. Pres. Bhutto became the prime minister of Pakistan.  3
