The government outlawed Jamaat-i-Islami and jailed 60 of its leaders. The ban was lifted by order of the Supreme Court (Sept. 25).  1

Pakistan called for an immediate meeting of the UN Security Council to consider the worsening situation in Kashmir. On Jan. 24, India blamed Pakistan for stirring up trouble and asked for direct negotiations.  2
 
Feb. 17
 
The Security Council suspended debate on Kashmir at the request of Pakistani foreign minister Zulfikar Ali Bhutto.  3
