Libya announced plans to expel Palestinians in protest against the PLO for working toward peace with Israel.  3

Although U.S. sanctions remained in effect, the international embargo against Libya ended after Libya handed over Abdel Basset Ali al-Megrahi and Lamen Khalifa Fhimah; the two suspects were connected with the 1988 bombing of a Pan American Airways plane during flight 103; the aircraft had exploded over Lockerbie, Scotland.  4
