Land reform. The government redistributed public lands (including property from religious endowments) and seized estates held by absentee owners. The new laws set ceilings (scaled to the productivity of the soil) on the amount of land that individuals were permitted to hold.  2
The attention given to land reform marked a shift in state policy, which had formerly emphasized industrial projects. In view of Algeria's rapidly expanding population, the government decided to intensify agricultural development.  3
