Nasser appeared at the Bandung Conference, attended by African and Asian countries, and became one of the leaders of the nonaligned movement, which sought to establish a foreign policy that was neither pro-Western nor pro-Soviet. At the same time, Nasser aroused concern in the West when he struck a deal with Czechoslovakia, exchanging cotton for arms.  3
