The Taliban won a key victory by taking the town of Taloqan, where the opposing Northern Alliance was headquartered. Headed by Ahmed Shah Massoud, the Northern Alliance was the primary rebel force that had withheld the last 10 percent of Afghani soil from Taliban control. The following day the Taliban requested that the UN recognize it as Afghanistan's official and sovereign government. | 1 |

The UN Security Council voted to tighten diplomatic sanctions on Afghanistan by imposing an arms embargo on the Taliban government. The UN also repeated its demands for extradition of bin Laden, but the Taliban continued to avoid cooperation. | 2 |
