Announcement by the Palestine National Council (PNC) that it would henceforth honor UN Resolution 242 and renounce terrorism. The Palestinian leadership also proclaimed its willingness to participate in an international peace conference to settle the Arab-Israeli dispute. The immediate consequence was the opening of discussions between U.S. and Palestinian officials in Tunis. At the same time, the PNC officially proclaimed the state of Palestine, which won widespread international recognition. Yasir Arafat became its president in April 1989.  1

Pan Am Flight 103 exploded over Lockerbie, Scotland. All 258 people on board died. The U.S. blamed Libyan agents for staging the attack, but a later investigation also raised questions about the possible involvement of Syria and Iran.  2
