Haitian refugees at the U.S. naval base at Guantánamo Bay numbered 7,000 (out of a total 15,000). Pres. George Bush, claiming the refugees left Haiti for economic reasons, ordered their forced repatriation.  1

Pres. Nerette stepped down, leaving the presidency vacant pending Aristide's return and inaugurating Marc L. Bazin as premier.  2
