François Duvalier became president for life.  1

A new constitution, although providing for universal suffrage and an elected one-chamber legislature, concentrated all executive power in a president elected for life. Duvalier, who posed as the champion of the poverty-stricken black masses, had broken the power of the army and was loyally protected by a personal guard.  2
