Salinas accepted the victory of the National Action Party (PAN) in Baja California gubernatorial elections, but he used fraud and violence to impose PRI candidates in Michoacán and Guerrero, two states won by Cárdenas's newly formed Democratic Revolutionary Party (PRD). The move was meant to engender cooperation with PAN, which had an economic agenda similar to that of the PRI, and to isolate the PRD, which was largely supported by popular groups.  2
