Following a series of successful strikes that seemed to foreshadow victory for popular forces, Gen. Romero was overthrown by the “COLONELS' COUP.” He was replaced by a military-civilian junta that promised the dissolution of ORDEN, political freedoms, and agrarian reform. The first junta included moderates Román Mayorga Quiroz and Guillermo Ungo and military leaders Col. Adolfo Majano and Col. Jaime Abdul Gutiérrez, but the power structure changed with the addition of the conservative Col. Guillermo García. The junta also allowed Duarte to return from exile.  1
