Francisco Collor de Mello of the conservative National Reconstruction Party won presidential elections, narrowly defeating Workers' Party candidate Luiz Inacio (Lula) da Silva. He promised to fight corruption, privatize the $110 billion debt, and fight the 1,300 percent annual inflation rate with a neoliberal program.  3
