Gen. Figueiredo declared an “abertura” (opening) and vowed to oversee a gradual transition to civilian rule. General amnesty was given to most political prisoners and exiles. Censorship was eased.  1
 
1982, Nov. 15
 
In spite of right-wing military violence against the political opening, direct elections for governors, municipal officials, and Congress took place. The opposition, led by the PMDB (Party of the Brazilian Democratic Movement), won 62 percent of the vote, ten governorships, and control of the lower house.  2
 
Dec. 20
 
Brazil signed a rescue loan agreement with the IMF concerning its $89 billion debt. Relief was predicated on removal of subsidies on gas and basic food items and cuts in government spending.  3
