Former president Carlos Andrés Pérez convicted by the Venezuelan Supreme Court of mismanaging government funds and sentenced to 28 months in prison.  1

Pres. Rafael Caldera signed a law reforming the nation's electoral system to make the process less vulnerable to abuses by political parties.  2

HUGO CHAVEZ FRÍAS, an unsuccessful coup leader in Feb. 1992, was elected president on a populist ticket called the Patriotic Pole Coalition. This election saw the decline of the Social Christian Democrats (COPEI) and Democratic Action parties, which had controlled Venezuelan politics for over 40 years. Chavez called for the privatization of the government oil company, wealth redistribution, and the abolition of Congress. A distant second in the election was Henrique Salas Romer of Project Venezuela, an opposing coalition.  3
