Conservative nationalist Belisario Betancur won the presidential election on a platform calling for talks with guerrilla groups and greater independence from U.S. interests.  1

The Betancur government negotiated a cease-fire and amnesty with the FARC and the M-19. After increases in death squad activities, however, the accord broke down. Operating in concert with the drug lords, military leaders sought to undermine the peace process.  2
