Canada officially created a new autonomous territory called Nunavut in part of its arctic and subarctic region. The territory was to be governed solely by the Inuit tribe, who comprised more than 85 percent of the 25,000 inhabitants that occupied this sparsely populated 772,000 sq. mi. of land. The creation of Nunavut was the first Canadian territorial change since 1949 and the product of more than 30 years of land-claims negotiations and Inuit activism.  2
