Prime Minister Jean Chrétien's Liberal Party called for an early parliamentary election, nearly a year and a half before the party's existing mandate expired. The party claimed that it was ahead of schedule and needed a new mandate to forge ahead with reforms, including efforts to balance the budget.  1
 
1998, Aug. 20
 
The Canadian Supreme Court ruled that the province of Quebec could not secede from Canada until it had negotiated the terms of its secession with both the central government and each of Canada's other individual provinces.  2
 
Nov. 30
 
Parti Québecois (PQ) won a reduced plurality in Quebec's parliamentary election. This ruling party of Quebec premier Lucien Bouchard took 76 seats in the 125-seat National Assembly.  3
