The Crimean Supreme Soviet declared its independence from Ukraine. The Ukrainian Parliament voted to annul the independence declaration as against the constitution.  1

In Yalta, Ukrainian president Leonid Kravchuk and Russian Federation president Boris Yeltsin signed an agreement on the division of the Black Sea fleet. The issue of control of the fleet had been a source of tension between the two states since the collapse of the Soviet Union in December 1991.  2
 
Sept. 25
 
The government announced a new economic reform program that called for mass privatization as well as more central control over wages and prices. Prime Minister Vitold Fokin tendered his resignation on Sept. 30 over economic and political issues.  3
 
Oct. 1
 
The Ukrainian parliament passed a vote of no confidence in the cabinet for its mishandling of the country's economy. Parliament elected Leonid Kuchma, head of the Yuzhmash missile factory in Dnepropetrovsk, as the new prime minister.  4
 
Nov. 12
 
The government replaced the ruble with the karbovanets currency coupon as the republic's economic crisis continued.  5
