President Snegur imposed a state of emergency following a month of skirmishes and fighting in the self-proclaimed Dnestr republic. The mainly Russian and Ukrainian people in the region wanted to separate because they believed the Moldovan government was drawing closer to Romania and imposing Romanian culture and language on the whole republic.  1
 
July 21
 
An agreement was signed between Russian President Boris Yeltsin and Moldova's Snegur in an attempt to halt fighting in the Dnestr republic. The agreement gave special status to the Dnestr region and the right to self-determination in the case of Moldova's unification with Romania.  2
