Latvia and Lithuania agreed to build an oil terminal at the Baltic Sea port of Liepaja, Latvia, so that Lithuania's Mazeikiai refinery would not have to depend only on Russian resources.  1

Latvia signed a treaty with Russia saying that Russian troops would completely withdraw from Latvia, leaving Estonia the only remaining Baltic state to be occupied by Russian forces.  2
