Through a national referendum, the Kirghizstan Constitution was amended to allow for private land ownership. The amendments also sought to further restrict the powers of the Parliament.  1
 
2000, Feb. 20
 
Under close observation by international monitors, parliamentary elections were held in Kirghizstan with the Communist Party taking 28 percent of the vote and the pro-government Union of Democratic Forces securing 17 percent. The Organization for Security and Cooperation in Europe (OSCE) noted several violations that tainted the election. Under diminishing public approval, Pres. Akayev was accused by the opposition of cheating. Most of the prominent opposition parties were kept out of the election through various judiciary rulings.  2
