In a referendum on independence, voters—in a 95.5 percent turnout—voted over 94 percent in favor of secession. And on Sept. 23 the republic was declared an independent state.  1

Foreign Minister Raffi Hovhannesyan resigned at the request of President Levon Ter-Petrosyan over “apparent policy disagreements,” and on Nov. 10 Arman Kirakosyan was appointed acting foreign minister.  3
