Signature of the important SOVIET TREATY WITH THE GERMAN FEDERAL REPUBLIC. It reflected, among other things, the keen desire of the Soviet government to secure more technical aid from Germany.  1

President Georges Pompidou of France visited Russia and discussed means to increase trade and collaborate in the exploitation of Soviet mineral resources. An agreement was concluded for closer political and cultural consultation.  2

Beginning of Strategic Arms Limitation Talks (SALT) between the United States and the Soviet Union, in Helsinki.  3

Signature of a new trade pact with Communist China, reviving a trade relationship that had become all but nonexistent. There were indications of slight improvement in relations as China emerged from the Cultural Revolution (See April 1–24) and began to reestablish its position in the world.  4

Dissident writer Aleksandr Solzhenitsyn was awarded the Nobel Prize for literature. In Feb. 1974 he was expelled from the USSR after publication of Gulag Archipelago.  5
