A series of governmental changes was initiated with the replacement of Foreign Minister Molotov by A. Vishinsky and of Minister of Defense Marshal Bulganin by Marshal A. M. Vassilievsky. Both Molotov and Bulganin continued as members of the Politburo.  1

The USSR repudiated its 1945 treaty of friendship with Yugoslavia (See 1949, Sept. 27).  2

Stalin's seventieth birthday was the occasion for worldwide Communist celebrations. The announcement of several Stalin peace prizes was seen as a move in the Soviet “peace offensive,” which had become the main Communist propaganda weapon in the cold war.  3
