The principle of collective leadership was adopted, involving a separation of the premiership (government) from the post of first secretary (party). Gen. Hoxha, the prime minister, resigned to become the first secretary of the Central Committee, and Interior Minister Shehu formed a new government.  1

The government announced an amnesty for all Albanian exiles, to expire Dec. 31, 1957.  2

Albania's only university, the State University of Tirana, was founded.  3
 
1961, April–May
 
The USSR withdrew all Soviet technicians, terminated economic aid, and recalled Soviet naval units from Vlore, as a result of Albania's refusal to adopt the Soviet “division of labor” policy, which relegated Albania to supplying raw materials, stifling its industrial growth. Albania maintained closer relations with China than with the USSR.  4

The USSR recalled its diplomatic mission from Albania and ordered the Albanian embassy in Moscow closed.  5
