Martti Ahtisaari became the president of Finland; he favored a Finnish application to the European Union. On Oct. 16 the people voted in a referendum that Finland should join the EU.  1

Social Democrats won Finnish elections under the leadership of Paavo Lipponen, who said he was dedicated to working on economic troubles such as unemployment.  2
 
1999, Jan. 1
 
Finland, along with ten other European countries, adopted the euro as its official currency. The uniform monetary unit was also implemented in France, Austria, Germany, Luxembourg, Italy, Ireland, Belgium, the Netherlands, Portugal, and Spain.  3
 
March 21
 
The Social Democratic Party won a majority in parliamentary elections but the opposition Center Party, separated by only three seats in the legislature, came extremely close to overtaking the Social Democrats. As negotiations continued on the formation of a new government, Paavo Lipponen retained the position of premier.  4
