Influenced by the student movement, the labor movement demonstrated the most persistent and violent conflict between workers and employers since 1920. With the government putting pressure on the employers, organized labor gained the highest settlement ever achieved at any one time, including large wage increases (about 25 percent in the early 1970s), the implementation of a 40-hour week, and limits on overtime work. Finally, the passage of a Labor Relations Act (1970) protected workers from employer control.  2
Despite these gains, the moderation of the PCI and the quick demise of the student movement in Italy contributed to the emergence of terrorist violence on both the extreme Right and the extreme Left.  3
