Caetano announced plans to accord the African colonies additional seats in the legislature and extensive autonomy in planning and administration of their local and social affairs, but all within a system of complete racial equality.  2

The ministerial council of the Organization of African Unity, meeting at Lagos, condemned “those states, particularly the NATO powers, who sustain Portugal in her colonial aggression by their continued assistance to her.” The council directed its liberation committee to afford substantially increased financial and material aid to Amilcar Cabral and his Party for Independence of Guinea and Cape Verde.  3
