Finance Minister VALÉRY GISCARD d'ESTAING narrowly defeated François Mitterrand in presidential elections. After taking office, Giscard d'Estaing began a series of liberalization measures that included reducing the voting age from 21 to 18, establishing a secretary of state for the condition of women, liberalizing the divorce law, legalizing abortion, decentralizing the broadcasting system, and banning telephone tapping.  3
