Selwyn Lloyd, chancellor of the exchequer, introduced his austerity program to combat excess of imports over exports. The plan included a wage freeze and an increase in bank rates from 5 to 7 percent.  2

The British government formally applied for membership in the Common Market after the House of Commons approved the move by a vote of 313 to 5 (Aug. 3).  3
