A 50-year treaty, signed in The Hague, united Belgium, the Netherlands, and Luxembourg in a Benelux Economic Union. The union came into force Nov. 1, 1960.  1
 
Feb. 8
 
The Albanian government signed an agreement with the Greek government for the joint removal of mines between Corfu and the Albanian mainland. The two governments signed a joint declaration (July 30) that the straits were safe for navigation.  2
 
March 19
 
Opening meeting of the European Economic Assembly (the deliberative body of the Coal and Steel Community, the Common Market, and Euratom). Robert Schuman was elected president.  3
 
May 21–23
 
The Communist COMECON, meeting in Moscow, pledged increased economic cooperation. Four Asian nations (Communist China, North Korea, North Vietnam, Mongolia) agreed to integrate their economies with COMECON.  4
 
May 24–27
 
Meeting of the Warsaw Pact countries in Moscow. They agreed on early withdrawal of Soviet forces from Romania and of one Soviet division from Hungary.  5
 
Sept. 3
 
The European Court of Human Rights came into existence when Austria and Iceland completed the necessary ratifications.  6
 
Dec. 2
 
The Benelux (Belgian, Dutch, Luxembourger) foreign ministers decided that their three countries should become a single economic unit early in 1959.  7
 
Dec. 13–16
 
The NATO council, meeting in Paris, supported the determination of the United States, Britain, and France not to abandon West Berlin and to reject the Soviet contention that it could withdraw unilaterally from the international agreements concerning Berlin.  8
