The Roosevelt administration began relief measures in the islands. Development of the tourist trade, expansion of the rum industry, etc., did much to ameliorate economic conditions.  1

The Organic Act revised the political arrangements of government. The governor was to be assisted by a territorial legislative assembly, composed of the elected municipal councils of St. Thomas and St. Croix.  2
