Rexford G. Tugwell, governor. An economist and supporter of the New Deal, Tugwell promoted a “peaceful revolution” on the island in which the profits from the wartime boom in rum were reinvested into public corporations and industry. Unlike his predecessors, Tugwell worked closely with Muñoz Marín in achieving his goals, and strongly advocated free elections for governor. (See Puerto Rico)  1
