German Busch succeeded as president. He endorsed attempts to promote “military socialism” but was unable to co-opt or control emergent labor, veteran, and peasant movements. These groups supported change, but would not accede to simple “top-down” reform.  1
 
1939, April 24
 
Busch assumed dictatorial powers, dissolving Congress and suspending the constitution. All connection with European totalitarianism was, however, denied.  2
