In view of the political and social unrest and the consequent threat of civil war, Terra established a temporary dictatorship.  1
 
1934, April 19
 
A new constitution provided for a strong executive, restricted the powers of Parliament, and established compulsory voting. Terra was reelected president.  2
 
1935
 
A revolt against Terra was crushed.  3
 
1935–38
 
The Terra government continued the work of social and economic reform, and Uruguay gradually experienced economic recovery.  4
 
1938–43
 
Alfredo Baldomir elected president to succeed Terra.  5
 
1942, Feb. 23
 
President General Alfredo Baldomir dissolved both chambers of the legislature and created a state council with members drawn from all parties, except Communists and Herreristas. In the aftermath, outlawed factions of the dominant two parties were reincorporated into the political process, strengthening the two-party system. (See Uruguay)  6
