The demand of the CIO for recognition of the local branch of the National Automobile Workers Association (an affiliate of the CIO) in the Oshawa, Ontario, plant of the General Motors Corp. led to a sit-down strike. More than 4,000 workers struck for an 8-hour day, higher wages, and better working conditions. Premier Hepburn of Ontario intervened, denounced the CIO, and brought about an agreement (April 23) granting concessions to workers on wages and working conditions but withholding recognition of the NAWA.  4
The Dominion minister of justice announced (March 24) that the sit-down strike was wholly illegal in Canada and that all the powers of the government would be used to prevent its use in the Dominion.  5

The commission was charged specifically to consider the economic and financial relations between the federal and provincial governments, but was given wide powers to investigate all phases of the confederation.  6
