A conference of ambassadors reaffirmed the 1913 boundaries of Albania.  1

As its international position solidified, Albania experienced a period of political instability revolving mainly around the necessity of social and economic reform before modernization.  2
 
1924, June
 
Fan Noli seized control of the government following a short-lived uprising and announced a comprehensive reform plan, including land distribution and the establishment of national legal and educational systems. His government lasted only six months, however, falling to a new government under Ahmet Zogu.  3

The NATIONAL ASSEMBLY PROCLAIMED ALBANIA A REPUBLIC. Ahmet Zogu became its first president. Opposition to Zogu was manifested in a series of narrowly based antigovernment uprisings in 1925, 1926, 1935, 1936, and 1937. Zogu managed to put these down without difficulty. Outside opposition centered on Noli's National Liberation Committee, which was financed by Comintern. Noli's opposition ended by the mid-1930s, however, and Zogu faced few external antiregime groups after that.  4

A constitution was promulgated, providing for parliamentary government but granting the president almost dictatorial powers. Zogu's priority was establishing order by creating a national bureaucracy and police force, by disarming the northern tribesmen (except his own), and by eliminating to a large extent the practice of the blood feud. Between 1928 and 1931 he also promulgated civil, commercial, and criminal law codes based on Western European models.  5
