The Russian provisional government declared in favor of an independent Poland, to include all lands in which the Poles composed a majority of the population.  1
 
July 2
 
Pilsudski resigned from the council of state in protest against continued German control. He was thereupon arrested and imprisoned at Magdeburg (until Nov. 2, 1918).  2
 
Aug. 15
 
Dmowski established the Polish national committee at Paris, the French government having given permission (June 4) for the formation of a Polish army in France.  3
 
Oct. 15
 
The Germans set up a regency council in Poland that exercised effective control under German supervision.  4
