Pilsudski resigned from his command in protest against the failure of the Central powers to establish a Polish kingdom. The Polish legions were incorporated with the Austro-Hungarian army.  1

The German and Austrian governments joined in the proclamation of an “independent” Polish kingdom and set up a council of state, which adopted a constitution (Jan. 30, 1917). Pilsudski accepted a seat on this council.  2
