A plebiscite in favor of constitutional revision, providing for the election of a president (thus far the premier had acted as head of state), to whom wide powers were to be assigned.  1
The popularity of reform was the result of worsening economic conditions (the depression hit its low point in Estonia in 1932–33) and parliamentarianism's seeming inability to solve the nation's economic problems.  2
 
1934, Jan. 24
 
The new constitution went into effect. The League of Veterans, which had sponsored the constitutional revision, attempted a badly organized coup, but this was suppressed.  3

KONSTANTIN PÄTS, aided by Gen. John Laidoner, set up a virtual dictatorship. Martial law and restrictions on civil and political rights were continued throughout 1934–38.  4
