Catholics united to form a Fédération nationale catholique in hopes of later creating a larger Catholic party. By July the federation counted 1.8 million members.  1

The Herriot government created the Conseil national économique consultatif in order to stimulate cooperation between the government and unions. Herriot also attempted to sponsor closer contacts with employers through the Comité consultatif supérieur du Commerce et de l'Industrie.  2
