The Central powers accepted the principle of no annexations and no indemnities on condition that the Allied powers accept it within ten days. Trotsky's appeals brought no response, and there was nothing to moderate the German demands (these were laid down by the German general staff and were regarded as too extreme by Kühlmann). | 1 |
