A new treaty with the United States was concluded. It continued the restrictions on emigration of Japanese laborers.  1

The Anglo-Japanese Alliance was renewed for ten years without reference to Korea. Neither party was to be drawn into war with a nation with which it had a general arbitration treaty.  2
 
Aug
 
Saionji succeeded Katsura as premier.  3
The famed social leader Ktoku Shsui (b. 1871) and 11 others were hanged for allegedly plotting to assassinate the Meiji emperor, following the Great Conspiracy Trial. The execution sent a chill through those involved in any antigovernment activity.  4
