The Bulgarian constituent assembly adopted a liberal constitution providing universal male suffrage and a council of ministers responsible to Parliament. This constitution also called for universal primary education and conscription, and established Orthodoxy as the state religion.  1

Alexander of Battenberg was elected prince. He was a favorite nephew of the tsar and was intended to serve as a satrap. He soon became involved in conflict with the national assembly (Sobranye); its liberal members opposed Russian control.  3
