Representatives of 26 Somali factions held protracted talks in Ethiopia under the auspices of the Ethiopian government. Talks culminated in Jan. 1997 in the creation of the 41-member National Salvation Council. The NSC contained representatives from each of the four major and five minor Somali clans.  1
 
1997, Jan
 
Due to years of fighting, increasing banditry, and erratic climatic conditions, the traditional agricultural foundation of Somalia became profoundly threatened. The U.S. released a study indicating a serious food emergency.  2
 
2000, Aug
 
A Somalian parliament met in the neighboring nation of Djibouti and elected Abdulkassim Salat Hassana as the new president. Although recognized internationally, this first Somalian government in almost ten years was opposed by various Somali warloads, and it was unclear if the new leaders would be permitted to govern freely.  3
