Leader of the Senegalese Democratic Party Abdoulaye Wade won a presidential runoff election with 60 percent of the vote. This peaceful shift of power, rare in Western Africa, ended 40 years of Socialist Party rule in Senegal. Separatists in the southern Casamance region rioted on the first day of balloting, Feb. 27.  2
