A Malaysian-Philippine discussion at Bangkok dealt with Philippine claims to Saba on historical grounds. These talks having proved abortive, the Philippine government on Sept. 18 passed a law incorporating Saba. Thereupon Malaysia broke off diplomatic relations.  2
