After significant delays, a draft peace plan was signed by all the parties involved at the Paris International Conference on Cambodia. The Agreements on a Comprehensive Political Settlement of the Cambodia Conflict laid out a plan for a pluralistic political system and prospects for a viable economy, but it depended for success on the good-faith adherence by all the Cambodian parties and the support of the international community. | 1 |
