Pres. Gayoom announced a broad new policy of liberalization and democratic reform.  1
 
May
 
Pres. Gayoom dismissed the minister of state for Defense and National Security, Ilyas Ibrahim, following the latter's abrupt and unannounced departure from the country. The government later disclosed that Ibrahim was to have appeared before a presidential special commission investigating alleged embezzlement and misappropriation of government funds.  2

Pres. Gayoom officially pardoned Nasir in absentia in recognition of his role in gaining national independence.  3
The government's new policy of press liberalization was reversed, in order to control outspoken political magazines; all publications not sanctioned by the government were banned, and leading writers and publishers were arrested.  4
